The Department of Finance is the fiscal office of the City. All receipts and disbursements are administered through this department. Responsibilities include financial planning and reporting, taxation, utility receipts, payroll and retirement systems, cash and investment management, Mayor's Court, Clerk of Council, debt management, risk management support, purchasing, fixed asset management, and records retention.

The department's goal is to provide accurate and timely records, to invest all of the City's idle funds safely and in compliance with the Ohio Revised Code, to be at all times fiscally responsible, to assure that debt and obligations are settled in a timely manner, and to maximize revenues to which we are legally entitled.

Income Tax
The City of West Carrollton requires all residents age 18 and older to file an income tax return, regardless of whether or not tax is due. Residents age 65 years or older are not required to file if they do not have taxable income. The city's income tax is 2.25 percent.

Citizens can now use a City Income Tax Calculator to prepare their returns and access credit and estimated tax information. Simply click on the link and follow the instructions. You will need your account number. Your account number is the eight-digit number directly above your name on your preprinted return. Please note that your return is not filed by using this tool. You will still need to print and file the return with the Income Tax Department.
